​Performance Related Incentive for GDS

The system of incentive payment for GDSs was introduced at a time when the job was more in the nature of an agency function rather than a long term service. Small amounts were paid to the Branch Post Masters as incentive, in addition to the monthly allowances in return for the deposits collected in small savings schemes. This system of incentive/commission on the basis of amount collected is still followed in the case of small saving agents who collect deposits under RD, NSC, and KVP etc. along with the BPMs.

12.2. Later on the incentive payment was introduced in many other services due to the following main reasons:
(a) The working hours of GD Sevaks are restricted to maximum 5 hrs during which routine jobs are performed.

(b) The Government implemented new schemes and services In rural areas through the network of GDS Post Offices utilizing GDS manpower.

(c) There are limitations in the present workload calculation system to add norms for such new items of work.

(d) There is a need to compensate the GDS for these special tasks.

12.3. The system of incentive payment to GDS in the Department of Posts is different from the Performance Related Incentive Scheme (PRIS) introduced after 6th CPC. PRIS is operational in Departments of Atomic Energy and Space. PRIS is a variable component of pay and is awarded on the basis of the performance Of individual / group / organization, measured against goals set for a given period of assessment. PRIS is non-additive and non-cumulative. It is based on the principle of differential reward for differential performance. The Scheme has three components-
Organizational, Group and Individual.

12.4. However, in the Department the incentives are paid only to individual. There is no concept of incentive payment for group or organization. The Committee noted that the amount of incentive paid is low and needs to be improved. The existing rates of incentives offered to GDSs by the Department for various activities are given in Table12.1.
12.5. In addition to the above, from time to time, some new tasks/business activities are being got done in some Circles through GDS, as per local initiatives. In such cases the Circles themselves are making arrangements for compensating the GDS for such works.

As per the decision of the joint meeting of Confederation and AISGEF, it is decided to organize a National Convention on NPS (Contributory Pension Scheme) at New Delhi on 10th June 2017 at MPCU Shah Auditorium from 2 PM to 6 PM. The main intention of the National Convention is to intensify the struggle against the NPS (Contributory Pension Scheme) and also against large scale outsourcing of Government functions. Eventhough initially the convention is organized by Confederation and AISGEF only, many other like-minded organisations in many public sector undertakings like Banks, Insurance, BSNL, Pensioners organisations etc. shall join the struggle in future and efforts are on to make it a bigger platform and biggest movement against the NPS and outsourcing which are imposed as a part of policy offensives of those Governments implementing neo-liberal reforms.


Out of 1000 delegates AISGEF will mobilise 650 and Confederation 350. All affiliates organisations and C-O-Cs of Confederation shall mobilise delegates from all states. Major organisations shall mobilise maximum (NFPE – 100, ITEF-50, Audit-20, Civil Accounts-20, Atomic Energy-10, Ground Water Board-20, others – 5 each, C-O-Cs-Delhi – 50 others – 5 each). Please start the mobilization and campaigning now onwards to ensure participation of delegates as per the above quota from all organisation and also from all states.


Detailed future course of programme of action will be announced in the Resolution to be adopted in the National Convention. As almost 40 to 50% of the Central an State Government employees comes under the purview of NPS, efforts may be made to reach out to all those younger generation employees and to ensure their full participation in the struggle programmes to be announced by the National Convention.

As already reported the entire Central Government employees and pensioners are very much aggrieved and agitated over the totally indifferent and negative attitude of the NDA Government against their genuine and legitimate demands. Their anger and protest was visible in the 16th March 2017 one day strike and also in the mass dharna organized in front of Finance Minister’s office and other state/District Centres on 23.05.2017. As the dominant organisations in the NJCA and also JCM National Council Staff Side are not ready for reviving the deferred indefinite strike, the entire employees and pensioners including Autonomous body employees and Pensioners are looking at Confederation as the only organisation of hope which is sincere to their cause.


As the next phase of our agitation, Confederation National Secretariat has decided to organize HUMAN CHAIN OF CENTRAL GOVERNMENT EMPLOYEES AND PENSIONERS ON 22.06.2017, Thursday, in front of all major Central Government offices at all major Centres. The time can be either lunch hour on any other convenient time fixed locally. Leaders of all fraternal organisations who are supporting our cause may also be invited to be a part of the human chain.

Maximum participation of employees and pensioners may be ensured in the programme. The draft pledge (Oath) to be taken by the participants of the human chain (which may be announced by one leader through sound amplifier and repeated by all participants) will be exhibited in the Confederation website shortly. The same may be translated to local language and printed copies distributed to all participants of the human chain. Big and long banners are to be exhibited in front of the human chain with name of Confederation and demands prominently written on it. If possible a meeting of all participants may be arranged after the pledge (after the human chain) and leaders may address such meetings. Maximum publicity should be given through print and electronic media and also social media.

OFFICE MEMORANDUM

Subject: Compilation of information about appointments made on the basis of fake/ false caste certificates and follow up action taken thereon – regarding 

This Department have been 3 receiving references from various Ministries/ Departments regarding appointments made on the basis of fake/ false caste certificates despite the instructions contained in the Department’s OM. No. 11012/1/91-Estt.(A) dated 19.05.1993, which have been re-iterated vide OM. No. 3601 1/1/2012 Estt.(Res.) dated 10.01.2013. The instructions provide that if it is found that a Government servant had furnished false information or produced a false certificate in order to secure appointment, he should not be retained in service. Thus when an appointing authority comes to know that an employee had submitted a false/ fake caste certificate, it has to initiate action to remove or dismiss such an employee from service as per the provisions of relevant Service Rules.

2. It has been decided to collect information from all the Ministries /Departments about appointments made on the basis of fake/ false caste certificates and follow up action taken thereon. Therefore, all the Ministries /Departments are requested to collect information from all Organisations under their administrative control about the cases where the candidates got/ alleged to have got appointment against vacancies reserved for Scheduled Castes, Scheduled Tribes and Other Backward Classes on the basis of false/ fake caste certificate and send a consolidated report in this regard in the enclosed Proforma to this Department by 15.07.2017 positively.

Six-month time to probe corruption cases against government employees

NEW DELHI: Changing an over 50-year-old rule, the government has set a deadline of six months to complete probe in corruption cases+ involving its employees.

The decision has been taken to speed up the investigation in such cases, most of them pending for quite a long time.

The department of personnel and training (DoPT) has amended Central Civil Services (Classification, Control and Appeal) Rules, 1965, and decided a timeline for critical stages of investigation and inquiry proceedings.

The Inquiring Authority should conclude the inquiry and submit its report within a period of six months, says the amended rules.

However, an extension for a period not exceeding six months at a time may be allowed for any good and sufficient reason to be recorded in writing by the disciplinary authority, it said.

Earlier, there was no such time frame to complete an enquiry.

The disciplinary authority shall deliver to a government servant, accused of irregularity and corruption, a copy of the articles of charge, the statement of the imputations of misconduct or misbehaviour and a list of documents and witnesses by which each article or charges is proposed to be sustained, the new rules said.

On receipt of such articles of charge, the government servant shall be required to submit his written statement of defence, if he so desires, and also state whether he desires to be heard in person, within a period of 15 days, it said.

The time limit can, however, be extended for a period not exceeding fifteen days. But under no circumstances, the extension of time for filing written statement of defence shall exceed forty-five days from the date of receipt of articles of charge, the rules said.

At present, there is no time limit for submission of the employee's statement of defence.

The new rules are applicable to all category of employees excluding those in all-India services--Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Forest Service (IFoS)-- and a few other categories of officers.

The Central Vigilance Commission (CVC), in a directive, had last year expressed serious concern over delay in finalising corruption cases and asked all departments to complete these inquiries within a maximum period of six months to keep away "nothing will change" notion associated with governance.

The directive comes after the commission noted that administrative authorities are not adhering to the time- schedule prescribed for completion of disciplinary proceedings.

"In a recent study conducted by the commission, it has been noticed that while the average time taken by the administrative authorities in finalisation of disciplinary proceedings is more than two years, the maximum time taken in a particular case was eight years and at least in 22 per cent cases the inquiry took more than two years," the CVC had said.

As per the anti-corruption watchdog, the time-limit for completion of departmental inquiries is six months from the date of appointment of inquiry officer.
