Sub: Publication of Gazette Notification by Ministry of Finance, Deptt. of Expenditure dated 06/07/2017 regarding allowances on 7th CPC recommendation and audit of TA/DA, LTC and PT claims thereof.

Consequent upon the publication of Gazette Notification by Ministry Of Finance, Deptt. Of Expenditure dated 06/07/2017 regarding different allowances namely TA/DA, LTC etc , it is seen that entitlement of Govt. servant for different kind of journey and also entitlement for their mode of transport, stay and lump sum amount etc directly linked with Pay Levels of the Pay Matrix.


Hence, it is enjoined upon all concerned that, claim of the Govt. servant, who commence journey on or after 1st July 2017, may invariably to be indicated with Pay Levels of the Pay Matrix positively, to process the same as per entitlement at this end.

Kindly ensure maximum / wide publicity of the above points within your jurisdiction for effecting compliance.

IBPS RRB 2017 Officer Scale I and Office Assistants CWE-VI Recruitment Official Notification out




Institute of Banking Personnel Selection (IBPS) has published the much-awaited IBPS RRB 2017 notification recruitment in 2017-18 - Common Written Exam (CWE)-VI in Regional Rural Banks (RRBs).

According to the notification;  Preliminary Examination for Officer Scale I and Office Assistants will be held in the month of September 2017 on 09th, 10th, 16th, 17th, 23rd and 24th. Mains exam for officer scale-1 will be conducted on 05th November & Office Assistant on 11th November 2017. The only single exam will be conducted for Officers Scale-II and Officers Scale-III on 05th November 2017.

Required Educational Qualifications & Experience (as on 1st August 2017)
  • Office Assistant (Multipurpose)  :
    • Bachelor’s degree in any discipline from a recognized University or its equivalent
    • Proficiency in local language as prescribed by the participating RRB/s
    • Desirable : Working knowledge of Computer
  • Officer Scale-I (Assistant Manager)  :
    • Bachelor’s degree in any discipline from a recognized University or its equivalent
    • Preference will be given to the candidates having degree in Agriculture, Horticulture, Forestry, Animal Husbandry, Veterinary Science, Agricultural Engineering, Pisciculture, Agricultural Marketing and Cooperation, Information Technology,
    • Management, Law, Economics or Accountancy;
    • Proficiency in local language as prescribed by the participating RRB/s
    • Desirable : working knowledge of Computer.
  • Officer Scale-II General Banking Officer (Manager)
    • Bachelor’s degree in any discipline from a recognized University or its equivalent with a minimum of 50% marks in aggregate.
    • Preference will be given to the candidates having degree in Banking, Finance, Marketing, Agriculture, Horticulture, Forestry, Animal Husbandry, Veterinary Science, Agricultural Engineering, Pisciculture, Agricultural Marketing and Cooperation, Information Technology, Management, Law, Economics and Accountancy
  • Officer Scale-II Specialist Officers (Manager)
    • Information Technology Officer
      • Bachelor’s degree from a recognised University in Electronics / Communication / Computer Science / Information Technology or its equivalent with a minimum of 50% marks in aggregate.
      • Desirable : Certificate in ASP, PHP, C++, Java, VB, VC, OCP etc.
    • Chartered Accountant
      • Certified Associate (CA) from Institute of Chartered Accountants of India
    • Law Officer
      • Degree from a recognised University in Law or its equivalent with a minimum of 50% marks in aggregate
    • Treasury Manager
      • Charted Accountant or MBA in Finance from a recognized university/ institution
    • Marketing Officer
      • MBA in Marketing from a recognized university
    • Agricultural Officer
      • Bachelor’s degree in Agriculture/ Horticulture/ Dairy/ Animal Husbandry/ Forestry/ Veterinary Science/ Agricultural Engineering/ Pisciculture from a recognized university or its equivalent with a minimum of 50% marks in aggregate
  • Officer Scale-III (Senior Manager)
    • Bachelor’s degree in any discipline from a recognized University or its equivalent with a minimum of 50% marks in aggregate. 
    • Preference will be given to the candidates having Degree/ Diploma in Banking, Finance, Marketing, Agriculture, Horticulture, Forestry, Animal Husbandry, Veterinary Science, Agricultural Engineering, Pisciculture, Agricultural Marketing and Cooperation, Information Technology, Management, Law, Economics and Accountancy. 
Age Limit:  
    • For Officer Scale- III (Senior Manager)- Above 21 years - Below 40 years i.e. candidates should not have been born earlier than 03.07.1977 and later than 30.06.1996 (both dates inclusive)
    • For Officer Scale- II (Manager)- Above 21 years - Below 32 years i.e. candidates should not have been born earlier than 03.07.1985 and later than 30.06.1996 (both dates inclusive)
    • For Officer Scale- I (Assistant Manager)- Above 18 years - Below 30 years i.e. candidates should not have been born earlier than 03.07.1987 and later than 30.06.1999 (both dates inclusive)
    • For Office Assistant (Multipurpose) - Between 18 years and 28 years i.e. candidates should have not been born earlier than 02.07.1989 and later than 01.07.1999 (both dates inclusive)

    Exam Pattern: 

    A) IBPS RRB 2017 Preliminary Exam Pattern:

    IBPS RRB Assistant Preliminary Exam Pattern consist of 80 questions & in 2 sections and 45 minute of time. The marks obtained in the Preliminary examination is just of qualifying nature for mains exam. The pattern of the Preliminary exam is given below:

    B) IBPS RRB assistant 2017 Mains Exam Pattern:
    IBPS Mains exam will contain 200 questions and time allotted will be 120 minutes. The pattern of the Mains exam is given below:

    Candidates can opt either 4 a or 4 b
    Note: There will be negative marking for every wrong answers in both Preliminary and Main Examination for which there is a penalty of ¼ or 0.25 of the marks assigned to the particular question.

    Subject :- Modified Assured Career Progression Scheme for the Central Government Employee – Clarification regarding
    ***
    The undersigned is directed to invite reference to the Para 4 of Annexure-I of the Modified Assured Career Progression Scheme issued vide the Department of Personnel and Training Office Memorandum No. 35034/3/2008-Estt.(D) dated May 19, 2009 providing that benefit of pay fixation available at the time of regular promotion shall also be allowed at the time of financial upgradation under the scheme. Therefore, the pay shall be raised by 3% of the total pay in the pay band and the grade pay drawn before such upgradation. There shall, however, be no further fixation of pay at the time of regular promotion if it is in the same grade pay as granted under MACPS. However, at the time of actual promotion if it happens to be in a post carrying higher grade pay than what is available under MACPS, no pay fixation would be available and only difference of grade pay would be made available



    2. Reference have been received from various Ministries / Departments whether at the time of regular promotion / grant of Non-Functional Scale, the employee may be allowed to draw the difference in Grade Pay after availing regular increment in the Pay Band and Grade Pay w.e.f. date of promotion or date of next increment consequent to MACP.

    3. The matter has been considered in this Department in consultation with the Department of Expenditure and it has been decided that the Para 4 of the Annexure-I of the MACP Scheme would be modified as under :

    “benefit of pay fixation available at the time of regular promotion shall also be allowed at the time of financial upgradation under the Scheme. Therefore, the pay shall be raised by 3% of the total pay in the pay band and the grade pay drawn before such upgradation. There shall, however, be no further fixation of pay at the time of regular promotion / grant of Non functional scale, if it is in the same grade pay as granted under MACPS. However, at the time of actual promotion / grant of Non-Functional Scale, if it happens to be in a post carrying higher grade pay than what is available under MACPS, no pay fixation would be available and only difference of grade pay would be made available. At the time of such regular promotion/grant of Non-Functional Scale to the higher grade pay than what has been given under MACPS, the employee shall have the option to draw the difference of Grade Pays from the date of such regular promotion/grant of Non-Functional Scale or the date of accrual of next increment in the pay allowed under MACP”

    4. This modification in the MACP scheme is being issued in consultation with the Department of Expenditure
