Central govt employees likely to get fatter allowances before Diwali

The notification for the implementation of the fatter allowances under 7th Pay Commission recommendations is likely to be issued within two weeks by Prime Minister Narendra Modi led government. Once the notification issued, the revised allowance recommended by the 7th Pay Commission will be given to central government employees and pensioners from October or November on the eve of Diwali. The special committee on allowances, under 7th Pay Commission recommendations, headed by Finance Secretary Ashok Lavasa, will soon submit its report to the Finance Ministry. It is expected that central government employees and pensioners will start getting higher allowances from their October or November salaries or pensions.
The 7th pay commission had recommended abolition of 51 allowances and subsuming 37 others out of 196 allowances. However there was resentment among employees over suggestions to scrap some allowances. The government while issuing the notification for the implementation of the 7th Pay Commission had announced to set up a special committee to examine the recommendations on allowances. The special committee was ready with its report, but the Finance Minister Arun Jaitley couldn’t get enough time to discuss the matter, which delayed the matter further.
The government is now preparing to issue notification for the implementation of the fatter allowances under 7th Pay Commission recommendations before end of the October. “Once issues by the Ministry, the notification will be given higher allowances benefits to 4.8 million central government employees and 5.2 million pensioners,” said a finance ministry official. The special committee on allowances will now submit its report soon, after which notification will be issued. “Finance Minister Arun Jaitley returned home now from a working visit to Canada and US and the committee on allowances is likely to submit its report to Finance Minister within two-three days,” the official said. The government had earlier announced that until the special committee submits ints report on higher allowances, allowances are to be paid according to the existing rates under the existing pay structure. According to reports, while the special committee is likely to stick with the 7th Pay Commission’s recommendations on allowances, Finance Minister Arun Jaitley will propose a hike of 2 per cent in the dearness allowance (DA).
According to the 7th Pay Commission notification, central government employees will get 14.27 per cent hike in basic pay at junior levels, which is the lowest in 70 years. The Cabinet also approved the increase in minimum pay Rs 18,000 from existing Rs 7,000.

The Staff Selection Commission has conducted the Combined Graduate Level Examination, 2016 in the Computer Based Mode in 43 Batches from 27.08.2016 to 11.09.2016 at about 415 venues in 96 cities throughout the country. This Examination was conducted at Srinagar on 25.09.2016. Against 38.04 lakh registered candidates, about 14.99 lakh candidates actually appeared in the said Examination.

The Commission, due to administrative reasons, has decided to conduct a re-examination for one Shift i.e. the Second Shift (Batch-II) of the CGLE Tier-I which was held at 4.15 PM – 5.30 PM on 27.08.2016. This re-examination will be conducted only for those candidates who had actually appeared in Batch-II on 27.08.2016.The tentative date for re-examination is 27.10.2016. Further details in this regard will be intimated to the candidates separately in due course.

The result for CGLE (Tier-I)-2016, in the context of the revised schedule of the examination, is tentatively proposed to be declared on 08.11.2016 and that CGLE (Tier-II)-2016 would be tentatively held w.e.f. 30.11.2016 to 02.12.2016.

The firm dates would be declared very shortly.

Andhra Pradesh, Telangana get Foreign Post Office

NEW DELHI, October 15, 2016

IMPORT/EXPORT OF GOODS BY PARCEL WILL GET MUCH-NEEDED BOOST

The Centre has announced the setting up of ‘Foreign Post Office’ in the States of Telangana and Andhra Pradesh, along with the Leh region in Jammu & Kashmir, providing the much-needed service for import and export of goods by post parcels, courtesy the Postal Department.

A gazette notification issued by the Central Board of Excise and Customers under the Department of Revenue in the Union Finance Ministry on Thursday evening said that the facility was now a reality after the required amendments to sub-sections of Section 7 of the Customs Act, 1962, had been carried out.

Sub-sections under Section 7 deal with issues related to ports and airports/inland container depots, which alone shall be customs ports or customs airports for the unloading and clearance of imported goods and the loading of export goods or any class of such goods.

They also pertain to the places which alone shall be land customs stations for the clearance of goods imported or to be exported by land or inland water or any class of such goods, the routes by which alone goods or any class of goods specified in the notification may pass by land or inland water into or out of India, or to or from any land customs station from or to any land frontier and the ports which alone shall be coastal ports for carrying on of trade in coastal goods or any class of such goods with all or any specified ports in India. Office of the Commissioner of Customs is in-charge of Foreign Post Offices and sub-Foreign Post Offices where the facility for import and export of goods by post parcels is provided by the Postal Department.

Customs facilities

  1. Customs facilities for examination, assessment and clearance are available at these post offices.
  2. Limited facility for export clearances is also available at Export Extension Counters opened by the Postal Department where parcels for export are accepted and cleared by the Customs.
  3. Goods imported through post are classified under Chapter Heading 9804 of the Customs Tariff Act, 1975, and it applies to goods permitted for import through post which are exempted from prohibition under Foreign Trade (Development and Regulation) Act, 1992.
  4. As per Note 6 to Chapter 98, goods against an import licence or Customs Clearance Permit can also not be imported through post.
  5. Motor vehicles, alcoholic drinks and goods imported through courier, however, are not covered.
