7th Pay Commission: Fatter Allowances Notification Likely To Be Issued Within Two Weeks

The committee on allowances is likely to submit its report to Finance Minister Arun Jaitley within two-three days.

New Delhi: The central government is likely to issue a notification for the implementation of Fatter allowances under the 7th Pay Commission recommendations within two weeks.

Once the notification is issued, central government employees could get the higher allowances from their October or November salaries. “Once issues by the Ministry, the notification will be given higher allowances benefits to 4.8 million central government employees and 5.2 million pensioners,” a finance ministry official told our reporters.

Last year, the pay commission headed by Justice A K Mathur had recommended abolition of 51 allowances and subsuming 37 others out of 196 allowances. so, there was resentment among employees over suggestions to scrap some allowances.

Accordingly, the 7th Pay Commission recommendations relating to allowances has been referred to the committee on allowances, headed by Finance Secretary Ashok Lavasa by the cabinet, the committee has been asked to submit its report within four months. Until this, allowances are to be paid according to the existing rates under the existing pay structure, says an earlier official statement issued by the finance ministry.

Finance Secretary Ashok Lavasa said recently, “A committee headed by me is currently examining the Pay Commission’s recommendations on allowances and it will submit its report soon.”

As part of the exercise, the committee holds discussions with various stakeholders, including organisations, federations, groups representing civil employees as well as Defence services.

“Finance Minister Arun Jaitley returned home now from a working visit to Canada and US and the committee on allowances is likely to submit its report to Finance Minister within two-three days,” the official said.

The hike in allowances will be moved by the Finance Minister in the cabinet, after cabinet nod, notification will be issued. Usually it takes around one week to issue a notification, after cabinet nod,” he added.

The official in the Finance Ministry also said that the quantum of allowances may not vary from those proposed by the 7th Pay Commission.

“The committee on allowances is likely to stick with the 7th Pay Commission’s recommendations on allowances,” he confirmed.

They are aggrieved by not including them in the statutory pension scheme under the CCS (Pension)

Hon. CAT, Ernakulam Bench (Kerala Circle) in OA No. 180/00020/2015 dated 15.02.2016, allowed the O.A as no other third party interest is put in jeopardy and as the applicants will not be eligible for other benefits like pay for the aforesaid period. Hence it is declared that the applicants are deemed to have been appointed from the date the vacancy arose and that they shall be included in the CCS (Pension) Rules 1972. Respondents are directed to collect necessary subscription under the Provident Fund Rules and the contributions collected from the applicants under the new pension scheme shall be credited to their general provident fund account. It is made clear that no other financial benefits including increments and backwages have been granted to the applicants for the aforesaid period.
